Does this assume the SIP amount stays the same every month?
Yes — a flat, unchanging monthly investment for the whole period. Many investors increase their SIP over time (a "step-up" SIP) as income grows, which would let you invest less now than this figure suggests.
What return should I assume?
Depends on your allocation. A pure-equity SIP has historically averaged higher returns with more volatility; a mixed equity-debt SIP will be lower but steadier. Use a figure you'd be comfortable being wrong about in either direction.
